As we settle into 2018, it's natural to wonder what the New Year may bring. There have been dozens of "trend pieces" discussing what's in store. In this wrap, we consider possible 2018 trends in water, the GM debate, science communication, and food and nutrition.
After one of the driest Decembers on record, many Californians continue to worry about water supply. I turned to UC ANR water expert Faith Kearns. Faith is a scientist and communicator at the California Institute for Water Resources, a UC ANR-based "think-tank" that integrates California's research, extension, and education programs to develop research-based solutions to water resource challenges. Faith writes about water issues for a number of publications, including UC's Confluence blog. She was recently
Faith told me this:
"Water quantity and human use tend to be the dominant lenses that we use to talk about water in California, but they're not the only thing we need to be paying attention to. For example, water quality issues loom equally as large, and are of course related. But, even beyond that, there are also many non-use oriented ways that water impacts our lives - through recreation, aesthetics, and culture, just to name a few. A trend that I hope to see in 2018 is a broadening of the conversation on water, and an expansion of the kinds of knowledge that are brought to bear on water issues."

The debate over genetically modified food: Entering a new era?
UC Davis associate professor and plant pathologist Neil McRoberts - who was recently named co-leader of UC ANR's Strategic Initiative in Sustainable Food Systems - shared his ideas about where we might be headed in terms of framing the GM discussion.
"...The GM debate is entering a new era with the growing use of gene editing - CRSPR-Cas9 - technology. Interestingly, this time around the ethics and socio-economics debate seems to be keeping pace with the science, as witnessed by the latest issue of the Journal of Responsible Innovation, which focuses on gene drive technologies and their uses. The special issue grew out of a workshop hosted at NCSU last year. The use of CRSPR has re-opened debates about how genetic modification should be regulated and labeled."

Will 2018 usher in an era of more civil communication around science-based topics?

Across the board, our public discourse took a dive in 2017 ... and that's a shame. Here's to a New Year ... and resolving to do a better job at communicating with clarity, integrity and with less judgment. The advancement of science (and perhaps the preservation of our sanity) depend upon it.
I loved this piece by Tamar Haspel, which recently appeared in the Washington Post and specifically addresses science communication and agriculture/food issues. Shorter: If we want to persuade people, we have to be respectful. She writes:
“Rudeness can increase polarization and entrench disagreements even further. Nasty begets nasty; it's regression toward the mean ..."
As both a scientist and a communicator, UC ANR's Faith Kearns also informed my thinking on where the communications trend line ought to go for 2018, telling me that:
"One of the bigger challenges, and opportunities, facing the science communication community is how to really push ourselves to better incorporate more perspectives from the social sciences and humanities. This is particularly true on issues like food, agriculture, and the environment where so much of what is truly challenging is related to human behavior, decision-making, and psychology. It's not just a matter of using research on science communication to inform practice, but also of responsibly integrating different forms of knowledge into communication efforts."
Food and nutrition trends
There are an overwhelming number of food trend pieces out right now. The Hartman Group is a good account to follow to stay apprised of food trends throughout the year. Their Year in Review blog post is definitely worth a read. It identifies some trends from last year that will likely carry forward, including consumer demands for transparency, "conscious" consumerism, customized health and wellness, and the ways in which snacking is disrupting food culture. School is back in session and students across the nation are busy in the classroom and cafeteria learning and eating. But what happens to students in the summer months when school is out? Research suggests a summer learning achievement gap occurs between children from low income communities and their higher income peers when school is out. Even more, summer has been called “the hungriest time of the year” for low-income children who rely on school meals to get enough food during the school year.
In response to the summer hunger problem, the USDA created the Summer Food Service Program to give schools, agencies, non-profits, etc., the funding to be able to offer free meals to children 18 years and younger at approved low-income sites. Still, as of summer 2015, the summer meal program remained underutilized when compared to the number of low-income children accessing school meals during the regular school year.
To offer excellent programming and increase participation in the summer food program, partnering agencies in Santa Maria worked to provide physical activity, nutrition education and other summer enrichment programming at local city parks in conjunction with the Summer Food Service Program. The Safe and Strong All Summer Long program was coordinated through the Santa Maria City Recreation and Parks to provide free, drop-in recreation opportunities from 11a.m. to 2 p.m. in parks throughout the city all summer. Meals were brought to the parks and served for one hour by the local food bank and Community Action Commission staff and volunteers.
SNAP-Ed funded agencies have been encouraged to partner with Summer Food Service Programs, though the logistics of working with different agencies and providing education programs in non-traditional settings isn't always easy or clear. During summer 2016, UC CalFresh Nutrition Educators in Santa Barbara County partnered with the Safe and Strong All Summer Long food program to provide staff training and support for family enrichment and physical activities. UC CalFresh staff kicked off the partnership by leading a one-day CATCH (Coordinated Approach to Child Health) Physical Activity training for over 20 Recreation & Parks staff. CATCH focuses on inclusive physical education that keeps youth engaged and active. After the training and throughout the summer, UC staff participated weekly at two park summer meal sites encouraging youth and their families to get physically active, drink water and eat healthy. UC staff continued to provide guidance and training on-site to Recreation & Parks staff on how to engage a variety of youth of all ages in fun physical activities.
Several other partner agencies also provided engaging programming to parents while the youth were eating their lunches. The local hospital and County Public Health Department conducted food demonstrations and distributed healthy recipe food samples to parents at sites throughout the city.
In a focus group conducted in June 2016 with parents from the local school district, parents commented that they would like more information and ideas about how and where to do physical activities as a family. Participants commented that they appreciated that their children were learning how to be physically active at school, but it would be helpful to have information on how to involve the whole family: parents, siblings and all of the family so they could get exercise and enjoy their time together.
By providing free drop-in programming at local parks, in conjunction with free meals for youth, the Safe and Strong All Summer Long partnership was able to provide access to safe spaces for families to come together during the summer to be physically active and reduce food insecurity.
UC CalFresh Nutrition Educator Miguel Dia, commented that the best part of the summer partnership was “engaging the youth in a variety of different games and seeing all the different age groups participating. By the end of the summer, the older youth were actually teaching the younger youth how to do the CATCH activities.”
Two years ago, Berkeley voters approved the first soda tax in the country. Folks in Berkeley pay a penny-per-ounce tax on soda and other sugary drinks including sports drinks, energy drinks, bottled sweet tea and coffee drinks. Tax revenues from the first year totaled approximately $1.4 million dollars.
I serve as a member of the Berkeley Sugar-Sweetened Beverage Product Panel of Experts Commission appointed by the City Council. This group is tasked with advising City Council on measures the Council can take to reduce sugar-sweetened beverage consumption and the health impacts of sugar-sweetened beverage consumption in Berkeley.
So far, the City Council has allocated a total of $2 million toward reducing sugar-sweetened beverage consumption and their harmful health impacts. At the recommendation of the experts panel, Berkeley has funded health and wellness activities in Berkeley schools through Berkeley Unified School District's cooking and gardening programming, and a variety of strategies by community agencies to educate residents and increase healthy beverage environments in the city.
Those of us working in the area of nutrition science know that reducing consumption of sugar-sweetened beverages is the most effective way to reduce rates of obesity, diabetes and related health conditions. The greatest source of sugar in the diets of children is sugar-sweetened beverages.
We also now know that the Berkeley tax to date has been a spectacular success. A study published in August by UC Berkeley scientists shows a 21 percent drop in sugar-sweetened beverage consumption in Berkeley's low-income neighborhoods. In comparison, low-income neighborhoods saw a 4 percent increase in sugar-sweetened beverage consumption over the same periodin San Francisco, where a soda tax was defeated in 2014, and in Oakland, which also doesn't currently have a soda tax. The American Beverage Association, which has spent millions of dollars in an effort to defeat various soda tax proposals, opposes soda-tax ballot measures in our communities, and is using advertising campaigns and door-to-door canvassing that spread carefully crafted and misleading messages to voters.
The Bay Area has long been an early adopter of many important ideas, initiating movements that have spread across the country. Will Oakland, Albany and San Francisco follow Berkeley's lead to a healthier future for their communities?
Matcha, finely ground powder made from baby green-tea leaves, is growing in popularity due to health benefits and the natural woodsy flavor it imparts to drinks, pastries and savory dishes, reported Jenice Tupolo and Carla Meyer in the Sacramento Bee.
To find out if the most-prized tea in Japan lives up to its purported health benefits when scrutinized scientifically, the reporters contacted UC Cooperative Extension specialist Sheri Zidenberg-Cherr.
“The health benefits are similar to that of green tea in general,” Zidenberg-Cherr said. Possible benefits of green tea include lower risk of cardiovascular disease and some types of cancers, and bone-density improvement. Though "the studies are pretty inconclusive," she said, some have been promising.
"Some have shown a benefit of maybe three cups a day in terms of reduced risk of cardiovascular disease especially," she said.
Zidenberg-Cherr cautioned against taking matcha or green tea with dairy milk.
On paper, the charge was clear: launch a statewide effort to integrate the nutrition education programs of USDA SNAP-Ed funded partners. Address childhood obesity and food insecurity holistically, yet specifically. Do this through policy, systems and environmental approaches that will leverage community participation and resources in order to create sustainability at the local level, and do it as funding is declining in SNAP-Ed programs.
But what would this integrated effort actually look like in practice? How could a single effort weave together the many agencies, actors, and systems that influence a child's earliest years, a family's food selection, and school and community activities? How could the people around a table, some meeting for the first time, coalesce around a shared vision, let alone mutually agreed strategies?
A problem as multifaceted as childhood obesity requires a similarly complex public health approach to meet the challenge. It is with this charge that over the past four years UC CalFresh has been working across California on nutrition education and obesity prevention with the California Department of Social Services, the California Department of Public Health, the California Department of Aging, and Catholic Charities to redefine Supplemental Nutrition Assistance Program-Education (SNAP-Ed, which is funded by the USDA Food and Nutrition Service).
The SNAP-Ed mission in California is to inspire and empower underserved Californians to improve their health and the health of their communities by promoting awareness, education, and community change through diverse partnerships, resulting in healthy eating and active living.
SNAP-Ed work is executed through county-led integrated workplans which now embody policy, systems and environmental (PSE) change in the body of work previously seen as a direct education program in schools and communities. Adding PSE activities to SNAP-Ed work acknowledges that a systems change approach that comprehensively addresses nutritional health where people live, learn, work, shop and play most effectively assures that children and their families will benefit from SNAP-Ed educational efforts.
- Tackling obstacles such as access to affordable fresh fruit and vegetables, safe areas to recreate, safe routes to school, and programs/curricula that encourage physical activity are important aspects of initiating long lasting community health and lifestyle changes.
- Teaming with the Department of Transportation or environmental programs such as Resilient Schools can fuse nutritional work with those working in other areas that contribute to and foster a safe, healthy community.
- Wellness policies in schools that encourage good nutrition and physical activity institutionalize healthy lifestyle choices.
- Programs like the Smarter Lunchroom Movement help schools and students make the healthy choice in food and beverages the easy choice.
- Environmental supports such as murals in the lunchroom or on school/community grounds visually reinforce key messages. On the playground, stencils depicting fruits and vegetables with key messages help motivate student's movement and play while reinforcing lessons learned in the classroom.
- Garden-based learning facilitates student and community members' exploration of low-cost methods to add fresh fruits and vegetables to their daily meal plan. Research shows that nutrition and gardening experiences, linked to academic standards for a specific age group, can increase vegetable and fruit consumption and physical activity.
Now, let's explore how these changes in the type of work executed through SNAP-Ed is poising California communities to tackle childhood obesity.
There is general agreement through research that the first years of children's lives can determine the rest of their development. Across ideological divides, there is consensus that investing early makes sense — it helps children develop healthy habits that can last a lifetime — creating a high return on the investment of public dollars.
As described, SNAP-Ed funded and non-funded partners in communities are tackling childhood obesity and food insecurity on multiple fronts. It has been initiated with five broad-based levers for change:
- Offering evidence-based direct nutrition education curricula and technical assistance
- Developing state and local partnerships
- Using data to inform strategies
- Building commitment among stakeholders
- Tackling policy and practice change
However, in the end, support in counties from SNAP-Ed funded partners requires community leadership and long term ownership to succeed. Each community is armed with essential knowledge about local context to make sense of these levers and to pursue emergent opportunities.
At the state and local level, the development and implementation of integrated workplans with community members input is a blueprint charting each counties course.
At the state level, the past four years of developing SNAP-Ed integrated workplans created several lessons in systems change evolution:
Listen and learn
The more we listen and support community members, bringing their ideas to the forefront of our work, the more sustainable our efforts will be.
Connect the dots and engage
Fragmentation and silos create a diverse but disconnected sector. Communicate and connect as much as possible.
Create mission and values statements that unify - then operate transparently
As you get to know the community members and organizations that you are working with— together create your mission and values statement and make that your solidifying “call to arms” — then work transparently to fulfill your mutual objectives.
Different settings, standards, and social norms create tension — successful systems change efforts face, rather than circumvent, these tensions…be respectful and “lean in”.
Foster a long term approach/celebrate short term “wins”
As we review the many factors that lead to childhood obesity and food insecurity, use long term systems change strategies, foster sustained commitment, and celebrate successes, no matter how small.
Be adaptable but purposeful
Reflect on how different organizations work and understand that your perspective may be a result of your vantage point. Try to be in another organization's or person's shoes, recognize their impediments, then work together with this in mind. Good strategies are shaped by reflection and steered with an understanding that there may be a need for course correction.
Keep a unified resolve
A recent Robert Wood Johnson Foundation report concluded that between 2005 and 2010 California saw “a modest but significant decline” in childhood obesity of 1.1 percent in grades 5, 7 and 9. In addition, a 2013 Centers for Disease Control and Prevention report indicated progress in the health of California preschoolers enrolled in federal health and nutrition programs. The report cited that “obesity rates among 2-4 yr olds from low income families dropped 2.9 percent from 17.7 percent in 2008 to 16.8 percent in 2011.” This data speaks to the significance of a comprehensive approach in preventing childhood obesity. Further, it emphasizes the importance of the teamwork provided by a network of state and local agencies, acting with community members, to make a difference in the lives of children.
- Since 2004, schools have removed soda and other sugar sweetened beverages from premises.
- Since 2007, schools have limited the calories, fat saturated, fat and sugar in snacks sold on their premises.
- Since 2012, school districts have been required to make free, fresh drinking water available in school food service areas.
- Since 2006, $40 million has been committed in annual dedicated state funding for elementary school physical education.
